About PESO
Republic Act No. 8759 — PESO Act of 1999

The Public Employment Services Office (PESO) is a non-fee charging multi-employment service facility established pursuant to Republic Act No. 8759, otherwise known as the PESO Act of 1999.

PESO is community-based and maintained largely by Local Government Units (LGUs). It is linked to the regional offices of the Department of Labor and Employment (DOLE) for coordination and technical supervision, and to the DOLE central office to constitute the national employment service network.

Walk-in applicants may inquire at PESO-Pilar, Monday to Friday, 8:00 AM – 12:00 NN and 1:00 PM – 5:00 PM, for registration and assistance.
Special Recruitment Activity — Overseas Employment
Land-based or sea-based licensed recruitment agencies

All land or sea-based licensed recruitment agencies may seek PESO-Pilar's assistance in conducting Special Recruitment Activities (SRA) in the municipality. PESO-Pilar ensures that the agency is duly authorized by the Philippine Overseas Employment Administration (POEA) and will not allow agencies with incomplete documents to conduct SRA.

Agencies may use the office facilities and equipment, and may request staff support — all free of charge.

Special Recruitment Activity — Local Employment
For local establishments, sub-contractors, and companies

Local establishments, sub-contractor agencies, or companies may seek the assistance of PESO-Pilar in conducting special recruitment activities. They may use office facilities and equipment free of charge, and may request staff assistance.

Local employers may also leave their job orders with complete job descriptions for job matching.

Special Program for Employment of Students (SPES)
Republic Act 7323 — enacted March 30, 1992

SPES aims to help poor but deserving students and out-of-school youth pursue their education by encouraging employment during summer vacation. Participating government agencies and private companies employ students for a minimum of 15 but not more than 45 days.

Employers are required to pay only 60% of the prevailing minimum wage. The remaining 40% is paid by DOLE upon the student's presentation of their enrollment form for the next school year.

Qualifying firms must have employed at least 50 workers at any given time during the past 12 months. SPES is implemented every year.

PESO-Pilar provides employment assistance to applicants and job seekers through referrals. Career Guidance and Counseling is also offered to assist applicants throughout the recruitment process, including interview tips, resume writing, and job matching based on abilities and interests.

For job opportunities, employers may call or visit PESO to post job vacancies. PESO assists by conducting preliminary screening and referring qualified applicants.

Referral for Manpower Skills Training Program
TESDA accredited training centers in Bataan

PESO-Pilar refers applicants who want to enroll in Manpower Skills Training Programs offered by two TESDA training centers in Bataan. The Provincial Government, in partnership with EEI, also provides training at SUNRISE Company in Samal, Bataan. The program seeks to make both the labor force and management globally competitive.

Livelihood Enhancement
  • Enables existing livelihood undertakings of self-employed workers in the informal economy to grow into viable and sustainable businesses

OWWA Assistance Programs
Overseas Workers Welfare Administration — Migrant Desk

The Overseas Workers Welfare Administration (OWWA) — Migrant Desk offers the following loan and scholarship programs for OFWs and their dependents. PESO-Pilar assists in the referral and application process.

1. Pre-Departure Loan (PDL)

A loan granted to OFWs to defray the cost of pre-departure requirements such as placement/processing fees, subsistence allowance, clothing allowance, and pocket money.

Who can avail: OFWs who have processed their travel papers legally with valid overseas employment contracts.

2. Family Assistance Loan (FAL)

A loan granted to currently employed OWWA-member OFWs for their legitimate dependents/families who have been affected during emergency situations.

3. OWWA Education for Development Scholarship Program (EDSP)

A scholarship grant offered to qualified beneficiaries/dependents of OWWA members who wish to enroll in any 4–5 year baccalaureate course.
