Securing a Building Permit
PD 1096 — National Building Code of the Philippines

PD 1096, also known as the Building Code of the Philippines, Section 301 states that no person, firm, or corporation — including any government agency — shall construct, alter, repair, convert, use, occupy, move, demolish, or add to any building/structure without first obtaining a building permit from the Building Official where the subject structure is located.

All prescribed application forms (NBC Forms) are available at the office and must be used by the applicant.

Important: The permit becomes null and void if work does not commence within 1 year from the date of issuance, or if the building or work is suspended or abandoned for a period of 120 days.

Fees Collected: The computation of fees for the Building Permit is dependent on the area, composition, estimate, and nature of occupancy. The schedule of fees is found in the National Building Code of the Philippines.

Requirements
The number of copies above already includes requirements for securing a Zoning Clearance (MPDO) and Fire Clearance (Bureau of Fire Protection). Once all clearances are secured, submit to the Building Official: 4 sets Building Plans, 3 copies Specifications, 3 copies Bill of Materials, 3 copies Lot Documents.

Electrical Permit

Required for new/additional/altered electrical installations involving at least 5 outlets or 4 KW capacity, or transfer of electric meter.

  • Barangay Permit (public land) or waiver letter; reproduced copy of title (private land)
  • Written consent of lot owner if applicant is not the registered owner (duly notarized)
  • Electrical layout with computation, schedule of loads, and legend
  • PEE/REE signature with PTR number and reproduced copy of license
  • Sketch of location for proper inspection
  • Permit released after inspection
Mechanical Permit

Required before installation/removal/alteration of machinery of at least 20 HP.

Sanitary / Plumbing Permit

Required before construction/alteration of plumbing installations, water supply, storm drainage, or sewerage treatment plants.

Fencing Permit

Secured prior to actual construction of a fence.

Secured prior to the systematic dismantling or destruction of a building or structure.

Temporary Service Connection Permit

For temporary power connections: construction lighting, Christmas decor, carnival/fiesta lighting, testing, etc.

Excavation & Ground Preparation Permit

Also required for Water Connection requests to Pilar Water District.

Sidewalk Construction Permit

Secured prior to construction and repair of sidewalks.

Scaffolding Permit

Required whenever scaffolding occupies street lines.

Securing an Occupancy Permit
Required before any building or structure is used or occupied

An Occupancy Permit is required before any building or structure is used or occupied — usually secured after completion. It is also required when there is any change in the existing use or occupancy classification of a building, structure, or any portion thereof.

The Municipal Engineering Office issues certifications when warranted. The reasons may vary according to the needs of clients/constituents; the documents filed will always be the reference for releasing such requests.
