Pre-Marriage Counseling (PMC)
A requisite in applying for a Marriage License

Pre-marriage Counseling plays a major role in the dissemination of accurate and vital information on Health and Responsible Parenthood to prospective parents or couples-to-be.

In counseling, the Municipal Population Office stresses the importance of marriage because it is the initial step in the formation of families. Marriage is a lifetime career and vocation, and there is no course that teaches the how-to's of married life.

Couples or clients are likewise motivated for family planning method acceptance, thus helping in the reduction of population growth rate.

Reminder: Pre-marriage counseling is a requisite in applying for a Marriage License. Both parties must complete the counseling session before the license is issued.

Fees
₱150.00 — already included in the Marriage License application fee
The ₱150.00 counseling fee is bundled with your Marriage License application and does not need to be paid separately at the Population Office.
Family Planning Services
Responsible parenthood and population management programs

The Municipal Population Office provides free family planning counseling and services to all residents of Pilar, Bataan. The office promotes Responsible Parenthood by helping individuals and couples make informed decisions about family size and spacing of children.

Services are aligned with the Responsible Parenthood and Reproductive Health (RPRH) Act and are provided at no cost to qualified beneficiaries.

Population Data & Records
  • Maintenance of RP-FP client profiles
  • Population data reporting and monitoring
  • Coordination with PhilSys and civil registration

  • Coordination with schools and health centers
Referral Services
  • Referral to Rural Health Unit (RHU) for clinical services
  • Coordination with DSWD for related social welfare programs
  • Linkage to PhilHealth and other government services
Note: For clinical family planning services (e.g., pills, IUD, injectables), clients will be referred to the Rural Health Unit (RHU). The Population Office primarily handles counseling, education, and records management.
Application Process
Steps for attending Pre-Marriage Counseling

The following outlines the standard procedure for couples who need to attend Pre-Marriage Counseling as part of securing their Marriage License from the Office of the Local Civil Registrar.

Steps to Follow
  1. Proceed to the Office of the Local Civil Registrar and inquire about Marriage License requirements.
  2. Secure a Pre-Marriage Counseling referral or schedule slip from the Civil Registrar's Office.
  3. Report to the Municipal Population Office on the assigned Thursday session — arrive before 9:00 AM for information sheet distribution.
  4. Fill out the Pre-Marriage Information Sheet and RP-FP Profile forms completely.
  5. Attend the counseling session conducted by the Population Officer (8:00 AM – 12:00 NN).
  6. Receive the Certificate of Completion for Pre-Marriage Counseling upon session completion.
  7. Submit the Certificate to the Office of the Local Civil Registrar as part of the Marriage License application requirements.
What to Bring
Important: Both parties must be present during the counseling session. Sessions are held exclusively on Thursdays from 8:00 AM to 12:00 NN. Plan accordingly to avoid delays in your Marriage License application.
