In counseling, the Municipal Population Office stresses the importance of marriage because it is the initial step in the formation of families. Marriage is a lifetime career and vocation, and there is no course that teaches the how-to's of married life.
Couples or clients are likewise motivated for family planning method acceptance, thus helping in the reduction of population growth rate.
The Municipal Population Office provides free family planning counseling and services to all residents of Pilar, Bataan. The office promotes Responsible Parenthood by helping individuals and couples make informed decisions about family size and spacing of children.
Services are aligned with the Responsible Parenthood and Reproductive Health (RPRH) Act and are provided at no cost to qualified beneficiaries.

The following outlines the standard procedure for couples who need to attend Pre-Marriage Counseling as part of securing their Marriage License from the Office of the Local Civil Registrar.
- Proceed to the Office of the Local Civil Registrar and inquire about Marriage License requirements.
- Secure a Pre-Marriage Counseling referral or schedule slip from the Civil Registrar's Office.
- Report to the Municipal Population Office on the assigned Thursday session — arrive before 9:00 AM for information sheet distribution.
- Fill out the Pre-Marriage Information Sheet and RP-FP Profile forms completely.
- Attend the counseling session conducted by the Population Officer (8:00 AM – 12:00 NN).
- Receive the Certificate of Completion for Pre-Marriage Counseling upon session completion.
- Submit the Certificate to the Office of the Local Civil Registrar as part of the Marriage License application requirements.
- Valid government-issued ID (both parties)
- Referral slip or schedule from the Civil Registrar's Office
- Two (2) pieces 1×1 ID photos (each)
- Accomplished RP-FP Profile form (available at the Population Office)
