All enterprises within the territorial jurisdiction of Pilar are required to secure a Business License and Mayor's Permit and pay business taxes prior to commercial operation.
For existing businesses, the license must be renewed on or before January 20 of every year. Penalties and surcharges are imposed after this deadline.
Business taxes for newly started businesses are computed based on capitalization. Taxes for renewal applications are based on gross receipts/sales.

Enterprises that have closed, ceased to exist, or changed ownership must inform the Licensing Division and surrender the required documents. This updates municipal records and prevents the accumulation of taxes and penalties.

Promotion and advertisement by groups, corporations, and other entities using billboards, streamers, posters, tarpaulins, and similar materials requires a permit from the Mayor's Office before posting or installing any material.

Corporations, groups, and organizations that wish to stage a motorcade, parade, procession, concert, fund-raising activity, or any group event around or within the municipality are required to obtain a permit from the Municipal Mayor prior to the activity. This ensures coordination and orderly traffic management.
